well they did sort of cause nothing happens anymore with them, but austin was the leader of the rockets so they dont atk unless he says so

giovanni never planned to reform them some admins just hoped that giovanni would return when word got out that team rocket was back

Actually, the real story behind it you find out during the Celebi event in HG/SS. Once he is defeated the first time (aka Red). He leaves and disbands Team Rocket. He then planned on reforming it when the time came.

And Celebi then takes you back to the present, and that cave where you found the radio is actually Giovanni's hideout. He heard the Team Rocket transmission and wants to get them together, BUT you are there to stop him as Red did three years ago.

I Knew Silver Was Giovanni's Son Because In Fire/Leaf a rocket guy is like: "Wait are you the bosses son? No he has red hair....." And Silver is the only red head.....
