Blackthorn City seems more suited for Rayquaza in my opinion.
Saffron City should get Deoxys.

So I recommend the switch with Saffron so they get Deoxys instead of Rayquaza.

The only reason I did it like that is because it's nearly impossible to get a Deoxys without cheating. Arceus, Darkrai, Shaymin, and Deoxys will not be showing up on this list.
