i mean i can probably get wifi through the comp......

Emulators are unable to go on Wifi regardless if your computer can. So no Dark, you are unable to obtain Victini "legitly" but emulators do have access to cheat codes and such so that's a way for you to obtain it.
However if you did have the game on your DS, you can still get it through Wifi even though you're in the states. Wifi is worldwide, however the pass is restricted to only the Japanese version for now.

yeah i know....... its just a place holder for now....... im not really gonna train it...... im just getting my highest lvl pokemon in my party........... am gonna challenge the gym next.............i will update this post when i have... grinding for gym..... shimama's def. sucks!!!! as no one else has posted i will just edit this one..... also im removing extrameous info as it is a pain to update it..... i have solved the puzzle in 2nd gym...
