No offense but I find this to be a very silly question. Think, it's a legendary. One of the main legendary pokemon of the region.

No because it has a ton of weakness and ice/dragon has horrible defense.

That may be very true but I believe Ninja posted these so we could all be in agreement (for the most part) on our 'big legendary' list.
Either way we get to say 'We voted this' if anyone complains either way.

I guess I might as well interact in this.
Kyurem: Not Uber
Reasons: -95 Base Speed is an alright speed, but Gen 5 brings tons of things with Base 100+ speed.
-Typing and overall bulk makes it easy prey to anything faster with STAB SE moves against it and common Priority Moves.
-While Ice and Dragon are good coverage, bulky Steel types laugh at it, primarily Bronzong and Scizor. Also, Ice and Dragon are good coverage on their OWN accord. These two add virtually nothing to each other aside from hitting Dragons in two different ways.
-Limited Movepool.
-While it's Attack and Special Attack are indeed high, it has no true means of increasing it aside from Claw Sharpen, and even then I see more people siding with it's special side because of Blizzard/Ice Beam.
Conclusion: I've seen a few of these in battles and videos and have yet to see anything worthy of it being sent into Ubers. In the current metagame, it's close to around the tier of BL than OU because of SR being a huge threat. I understand we have banned SR as well but I still see it's typing, speed and bulk to be a real drag to it. I don't care if it's a legendary; status of being a legendary or non-legendary does not decide it's tier; how well they play in the metagame is what should truly decide it.
And frankly, until the 3rd game does something drastic to it, I don't see it as a huge threat.
