Legendary pokemon in this game should be MUCH rarer than in the games. No guaranteed encounters. They are truly something special. While there are a few legends that high level trainers may in fact stand a chance against. It is generally a very, very bad idea to screw with these guys (although it is possible for a legend to take a liking to a trainer for one reason or another, thus significantly reducing the danger of being around it and increasing his chances of catching it). Even the "weakest" are formidable opponents, and the strongest can kill or permanently disable players in a heartbeat. Below are a list of their unique powers. I've also added locations (if applicable), but going to this are DOES NOT guarantee an encounter, it is simply possible to find it here (though they may sometimes be found elsewhere as well).
Articuno: Seafoam Island, Mt. Silver
Temperatures in the area surrounding this pokemon drop to -25C (-13F). Articuno can attempt to flash freeze trainers or their pokemon once per turn, on a check of 12 or higher (1d20) the target takes 4d20 and is frozen. This is not an attack.
Zapdos: Mt. Silver
Zapdos can summon a lighting storm at will. The storm brings the rain weather to the field. It can also attempt to strike players or pokemon with lighting once per turn. On a check of 12 or higher (1d20), the target takes 6d20 damage and is paralyzed. This is not an attack.
Moltres: Cinnabar Volcano Peak, Mt. Silver
Moltres can start a wild fire making it hard for trainers to escape safely. It can also attempt to overheat players or pokemon once per turn. On a check of 12 or higher (1d20), the player takes 4d20 damage and is burned. This is not an attack.
Mewtwo:
Mewtwo may communicate with players telepathically or through speech. It can use near unlimited telekinesis. Can create mind slaves by passing a check of 12 (1d20). Once something is a mind slave it must obey Mewtwo's will. To break the control players must pass a check of 20 (1d20) which can only be preformed once per day. Pokemon who are mind slaves may only preform the check if their trainer is present.
Mew:
May communicate with players telepathically. Can transform into anything at will, including people. Is impossible to detect unless it reveals itself to a trainer. Mew cannot die.
Raikou: Plains and Grasslands
Can travel via lighting bolts. Touching Raikou has a 100% chance of causing paralysis. Touching it's back deal 8d20 damage.
Enti: Mountains
Enti can cause eruptions with it's voice. Touching Enti has a 100% chance of causing burn. Touching it's back deals 8d20 damage.
Suicune: Ocean and Shorelines
Suicune can control the wind and purify any water instantly. Every turn Suicune may make a Kamakazi (here meaning Divine Wind and not suicide attack) check of 15 (1d20), if it passes, the player is blown clear of the area and takes 5d20 damage.
Lugia: Deep Ocean, Islands
Lugia can only be encountered near the sea. It can command the wind and waves and summon a typhoon at will (same effects as rainy weather). All creatures, except Lugia, Kyorge, Suicune, Tornadus, and Thundurus take 1d20 damage every turn in the storm (bypasses all defensive abilities). Each turn Lugia may make a Kamakazi check of 12 (1d20). If it passes, the player is blown clear of the area and takes 6d20 damage.
Ho-oh:
Ho-oh gives players an immediate sense of euphoria causing them to lose the will to fight unless they pass a check of 19 (1d20). It can also summon a 'golden day' which is sunny weather that increases all of its stats by 10. If Ho-oh feels a deep connection to a death, it may raise that player or pokemon back to life.
Celebi: Viridian Forest Heart
May communicate with players telepathically. Celebi may time travel at will. It may also freeze players in time. It will only appear in a forest.
Regirock, Regice, and Registeel: Deep Underground
All damage done to these pokemon in battle is reduced by 20 (except in official battles). These pokemon are immune to psychic abilities but not psychic attacks.
Latias and Latios:
May communicate with players telepathically. May become invisible and/or flee at will. Each may summon the other in battle.
Kyorge: Deep Ocean
It can command the wind and waves and summon a typhoon at will. All creatures, except Lugia, Kyorge, Suicune, Tornadus, and Thundurus take 1d20 damage every turn in the storm (bypasses all defensive abilities) On a check of 12 (1d20) Kyorge may also summon tsunami wave that deals 5d20 damage to all creatures except Lugia, Kyorge, Suicune, Tornadus, and Thundurus.
Groudon: Deep Underground
All water pokemon are instantly KO'd when in the presence of Groudon and must pass a saving throw every turn they are out. Groudon can also create or quiet volcanoes, earthquakes, and landslides
Rayquaza:
Rayquaza can absorb the air around it making it impossible for those in the area to breath. It can also dispel all weather and disappear into the sky whenever it wants to.
Jirachi:
May communicate with players telepathically. Jirachi can time travel at will. Upon encountering it, the player may make a wish. You should then roll 1d1000. If the result is 1000, the wish is granted. If the result is 1 the wish is granted, but is corrupted in some horrible way.
Deoxys:
May communicate with players telepathically. Can change form at will. Deoxys may infect players with a virus. On contact Deoxys must pass a check of 12 (1d20). Infected characters lose 1 stat point in every stat per day. When their HP or Con reaches zero, they die. While infected Deoxys can choose to posses them at will.
Uxie:
May communicate with players telepathically. If a trainer looks into Uxie's eyes they lose all memory and have their INT permanently reduced to 0. Uxie may open it's eyes on a check of 100 (1d100). It may only make this check once per player, ever.
Mesprit:
May communicate with players telepathically. Mesprit may manipulate the emotions of others. Effecting them with paralyzing fear, dreadful sorrow, or euphoria. Characters must pass a check of 17 (1d20) to resist its effects.
Azelf:
May communicate with players telepathically. Azlef may effect the willpower of those around it, draining their will to fight. It may also cause players to become determined to do something else forgetting about Azelf.
Heatran: Cinnabar Volcano Interior
Characters who get too close to Heatran will spontaneously combust. Heatran may melt, move as a liquid metal, and then reform.
Cresselia: At Night
Cresselia only appears on nights with a crescent moon. It may create moonlight. Any player who touches Cresselia will have good dreams for the rest of their life and have their Cha permanently increased by +3.
Darkrai: At Night, Uboshita House
Darkrai only appears on nights with a new moon. It may absorb light around it, creating darkness. Any player who touches or is put to sleep by Darkrai with have horrible dreams for the rest of their life and have their Cha permanently decreased by -3.
Manaphy: Ocean Shallows, Coastline
Manaphy may purify any water around it making it perfectly clean. It may also bond instantly with any pokemon. This pokemon will refuse to attack Manaphy. Manaphy is very sensitive to its environment, both physical and mental.
Shaymin: Gardens, Plains, Forest
Shaymin may cure all types of poisons and toxins. It may regenerate the land around it. When outside in sunny weather Shaymin may change form to Skymin at will.
Regigigas:
All damage done to Regigigas is reduced by 40. Regigigas may create golems out of nearby by earthy elements. All damage done to the golems is reduced by 20. Regigigas and it's golems are immune to psychic abilities but not psychic attacks.
Dialga:
Dialga has complete control over time. It may time travel, freeze players in time, or age and unage objects at will. It cannot be hit with a pokeball unless it allows itself to be. Even if captured, it may leave at any time it chooses to.
Palkia:
Palkia has complete control over space. It may alter the size of objects, teleport, or disassemble objects at will. It cannot be hit with a pokeball unless it allows itself to be. Even if captured, it may leave at any time it chooses to.
Giratina:
Giratina has complete control over the Distortion World. It may open or close portals to the Distortion World at will. It may also drag players into the Distortion World. In the Distortion World, Giratina has complete control over probability. It can determine the outcome of all dice rolls and can cause random, impossible events to occur spontaneously. It cannot be hit with a pokeball unless it allows itself to be. Even if captured, it may leave at any time it chooses to.
Arceus:
May communicate with players telepathically or through speech. Arceus has near unlimited power. It can create or uncreate objects, pokemon, or people; has complete control over space, time, and the Distortion World; has unlimited telepathy; has access to all moves and trainer powers; and cannot be damaged by normal means. It cannot be hit with a pokeball unless it allows itself to be. Even if captured, it may leave at any time it chooses to.
Victini:
Victini cannot miss it's attacks. Any trainer who captures Victini gains +1 to all modifiers for all rolls.
Cobalion:
Can speak. Cobalion can command the loyalty of any pokemon in the area. It generally dislikes dislikes trainers and believes they are bad for pokemon (though trainers who it finds helping pokemon may win it's trust). Cobalion is quick to attack. On a check of 10 or higher, it can cause any non-loyal trained pokemon (i.e. new or under used by it's trainer) to refuse to attack it. On a check of 15 or higher, that pokemon will turn against the trainer until removed from the area. If caught by a trainer it dislikes, it will refuse to listen to the trainer.
Terrakion
Can speak. Terrakion will jump to the defense injured pokemon. It generally dislikes dislikes trainers and believes they are bad for pokemon (though trainers who it finds helping pokemon may win it's trust). On a check of 15 or higher, Cobalion can preform a cannon ball charge in addition to its normal attack. This attack deals 6d20 damage to both both a single pokemon and its trainer knocking them down and canceling that trainer's trainer action for the turn. If caught by a trainer it dislikes, it will refuse to listen to the trainer.
Virizion: Forest Heart
Can speak. Virizion guards the Redgrove Forest from humans. It generally dislikes dislikes trainers and believes they are bad for pokemon (though trainers who it finds helping pokemon may win it's trust). Virizion may make a confusion check of 8 or higher on a pokemon or trainer in addition to it's normal attack. If caught by a trainer it dislikes, it will refuse to listen to the trainer.
Tornadus:
May run away at will. It can also summon a severe storm (same effects as rainy weather). All creatures, except Lugia, Kyorge, Suicune, Tornadus, and Thundurus take 1d20 damage every turn in the storm (bypasses all defensive abilities).
Thundurus:
May run at will. On a check of 15, Thundurus may summon a lightning bolt, striking a single player or pokemon for 10d20 damage.
Reshiram:
Reshiram can superheat the air around it burning all players and pokemon in the area and dealing 1d20 damage every turn to all players and non-fire type pokemon (bypasses defensive abilities). It can also change the weather at will.
Zekrom:
Zekrom can power any electronic device, including devices from the future. It can also create a lighting storm paralyzing all players and pokemon in the area and dealing 1d20 to all players and non-electric type pokemon (bypasses defensive abilities).
Landorus:
Landorus can rejuvenate even the driest deserts, causing them to bloom into beautiful fields and gardens. It is generally good natured, and despite it's frighting looks, enjoys helping people.
Kyurem:
Kyurem may dispel any weather effects by supercooling the air. Each turn Kyurem may make a cold check of 6 or higher on 1/3 of the trainers and pokemon out. If the check is passed, that player or pokemon may not make a action that turn. In addition, all players and non-ice type pokemon take 1d20 damage in the cold per turn (bypasses defensive abilities).
Keldeo: Scenic waterfronts
Can speak. Keldo is very naive. Unlike it's fellow guardians, Keldeo does not dislike trainers. Keldo can walk on water and will allow players it like to ride on it.
Meloetta: Cities especially near music and concert halls
Can speak and sing. Its songs can effect the emotions of those around it. Player must pass a check of 15 or higher to resist this effect.
Genesect:
If Genesect is encountered in the past, it bug type only and does not have it's cannon. Genesect may make a cannon check of 12 on each player and pokemon every round. If it passes that check, the target takes 5d20 damage. It may change the type of the cannon blast once per round at the beginning of the round.
