If not, if you hold a digital camera extremely still over the picture, with the right lighting, It works like a scanner. I did it for an old picture of my grandmother that my mom wanted a copy of.

ImageShack doesn't require you to sign up for a account unless you want to save your images or delete them.
ImageShack is a image hosting service, and it's free.
