I decided to talk about these 2 clauses. This is because after seeing the limits on them, I believe they are lower then necessary.
First off, the evasion clause. By using Double Team one time.... This isn't going to do shit for you. Attacks that are 100% will become 90%... Not that much of a change. It's still very likely that this attack will hit, even with the 1 Double Team effect. There for, it makes Double Team worthless here. Which I don't like, because Double Team is actually very helpful. I am here to promote that this Double Team clause should have a raise. In my honest opinion, it needs to be at least 2-3 for the limit. So it at least match's up with the accuracy of Thunder, Blizzard, Fire Blast, Hydro Pump, etc.
Second, the Sleep Clause. This isn't as big of a deal as the Evasion clause. However, it's annoying for people who use Pokemon that have Dream Eater knowing that it's almost impossible to use it because only 1 pokemon can be put to sleep. I say this limit should be 2 Pokemon instead. This way you at least have a higher chance to be able to pull off a dream eater without making it worthless and getting killed first.

I think you might not be looking at the big picture here Neutral.
First, let's look at evasion. While each evasion move may lower the accuracy of moves by only ten percent, it can add up quickly. Sure moves that have 100% accuracy would still be 90% accurate, but what about moves with less than perfect accuracy? All of those moves you mentioned in your post? They would become completely unreliable. Then we have the issue of substitute. This new limit would be easy to abuse by throwing up a sub and then double teaming behind it until you're frustratingly hard to hit. Finally, we have abilities like Sand and Snow veil that raise evasion in certain weather conditions. After two of three Double Teams pokemon like Gliscor and Mamoswine would be nearly impossible to hit in their weather of choice. Can you imagine a Garchomp in sand with a double team boost? The thing would be an absolute nightmare.
Second we have sleep. Let me just say this right up front. Dream Eater sucks competitively. The only way to make it reliable is to put your opponent's entire team to sleep. Have two pokemon asleep would be a HUGE disadvantage. It's like being forced to fight 4 on 6. Having one pokemon taken out due to sleep can already be a big problem, I think that two would be broken.
My biggest problem with these moves is that they increase the random chance of the game and take away from the skill involved. Sure part of the game is always going to be luck based, but no one wants to lose because all of your moves miss or a third of your team is incapacitated by sleep. While I understand your ideas, I have to respectfully disagree.

I think this is a great idea, but Evasion certainly needs a limit of 2 moves active at one time. That means if an ability raises evasion, you can only use a move once, and if you use Baton Pass, any Evasion boosts count (so if Pokemon A raises once then uses baton pass, Pokemon B can only raise once.) I also think that accuracy reducing moves should be limited, but they aren't as devastating because you can switch to cancel.
On the issue of sleep, I think a limit of 2 would be great. I love Darkrai, and even though I can't use Darkrai, I still love to use sleep as a weapon. Nightmare and Dream Eater are good moves, and I would like to see them used more.

I am saying Hell no! The accuracy on Stone Edge, Focus Blast, Fire Blast, Blizzard, Thunder, is already annoying and the 1st 3 are key competive moves. Sleep is already Op at one and people would abuse Breloom if it was higher. It is the way it is to give as many pokemon a chance as possible. Sure double team can help many but it also hindes many who gain type coverage thru lower accuracy moves. My Gliscor and Glaceon are a bitch in their weather without DT. Even 1 can be viewed as to many tbh.
